  • Study and prepare finance process and procedure to support hospital and clinic operations
  • Work with the finance and account team on operations issues encountered by the colleagues.
  • Forecasting monthly, quarterly and annual results
  • Approving or rejecting budgets
  • Conducting risk management
  • Prepare timely and detailed reports on financial performance on a quarterly and annual basis
  • Drive the financial planning of the hospital by analyzing its performance and risks
  • Retain constant awareness of the hospital’s financial position and act to prevent problems
  • Set up and oversee the hospital’s finance IT system
  • Set targets for and supervise all accounting and finance personnel (management accountants, internal auditors etc.)
  • Oversee all audit and internal control operations
  • Develop the corporate fundraising strategy and manage relationships with partners and investors
  • Conduct analysis to make forecasts and report to upper executives
  • Ensure adherence to financial laws and guidelines
  • Ensure regulatory compliance for all emergency preparedness requirements
  • Assist with the preparation of plans and to implement the necessary measure to ensure business continuity for TPH
  • Work with the various division to ensure proper communication of plans to the different stakeholders.
  • Assist and review existing SOPs and WIs to ensure alignment of operations within TPH
  • Work with other divisional heads to ensure hospital SOP and WIs are implemented accordingly
  • To carry out random checks and record all breaches of operating procedure to CEO.
  • Work with other divisional heads to rectify and align business operating procedure within TPH
  • Work with other divisional heads on process improvement initiative driven by management
  • Collaborate with internal and external stakeholders to streamline the process so as to achieve better efficiency
  • Work with other divisional heads to developed TPH business impact analysis.
  • Ensure organization Risk and mitigation plan for all clinic are developed and exercised periodically.
  • Chair Risk review meeting and  develop implementation plans to address risk
  • To work with the different divisional heads and communicate the requirements of the Quality Management System within TPH
  • Carry out project tasking assigned by director, operations & business development
  • Work with clinicians and nurses to provide quality of care and patient safety in the hospital which includes: safe, effective, patient-centred, timely, efficient and equitable. In addition, ISO, JCI etc will be part of the QSM responsibilities.
  • Overseas the FMS and Security of the hospital and build up the BME (Biomedical Engineering) capabilities

Criteria:

  • Postgraduate/ Graduate degree Finance, Accounting, Business Management, and ACCA and other related field.
  • Knowledge of developing policies, procedures and work instructions
  • Knowledge of fiscal management practices and human resources management techniques.
  • Skilled in building and maintaining interpersonal relationships with all levels of personnel.
  • Skilled in planning, organizing, and supervising.
  • Skilled in exercising initiative, judgment, problem-solving, decision making.
  • Ability to work under stress, interruptions and tight deadlines.
  • Ability to analyze and interpret complex data.
  • Ability to understand financial reports.
  • Ability to exercise professionalism in dealing with all levels of personnel.
  • Good domain knowledge in estate and facilities management and handling contracts
  • Comfortable with crisis & business contingency management and project management
  • Familiar with local regulatory requirements relating to safety, security, building and environmental standards
